The New Jersey Home Performance with ENERGY STAR® Program (HPwES) offers “whole-house” solutions to increase the comfort, safety, and durability of your home. Installing energy efficient upgrades can save you up to 30% on energy costs and reduce both your energy use and carbon footprint. The HPwES Program is available to all New Jersey’s natural gas and electricity utility customers, including those living in Urban Enterprise Zones (UEZs).

The first step is to schedule an audit of your home’s current conditions.

The program offers generous incentives to homeowners based on the home’s estimated total energy savings (TES), as a result of installing energy efficient measures. The table below breaks down the incentives offered by the program  and requirements for eligible measures .*

If the percentage of savings achieves 25% or higher, the project qualifies for the $4,000 rebate and the 0% interest financing.

5%-19.99% TES (Tier 2): Must install air sealing, must install insulation in at least one location and must address health & safety issues.May also install additional insulation upgrades, duct sealing, duct insulation and water heater measures from the Eligible Measures List. $2,000 rebate, not to exceed 50% of the costs of the Eligible measures used to calculate TES* and 0% financing with a 7-year term up to $5,000 where a utility financing offer is unavailable.
20%-24.99% TES (Tier 3, level 1 ): Must install air sealing, must install insulation in at least one location and must address health & safety issues. May include additional measures from the Eligible Measures List. $3,000 rebate, not to exceed 50% of cost of the eligible measures used to calculate TES* and Either 0% financing with a 7-year term up to $10,000 or 4.99% financing with a 10-year term up to $15,000, where a utility financing offer is unavailable.
25% TES or greater: Must install air sealing, must install insulation in at least one location and must address health & safety issues.May include additional measures from the Eligible Measures List. $4,000 rebate, not to exceed 50% of cost of the eligible measures used to calculate TES* and Either 0% financing with a 7-year term up to $10,000 or 4.99% financing with a 10-year term up to $15,000, where a utility financing offer is unavailable.


*Program details and incentives are subject to change.  Commitments not to exceed budget. The funding will be available until June 30, 2018 or until the funds are fully exhausted, whichever comes first.

*Loan/Repayment/Requirement Options/Notes:

  • 0% Loan up to $10,000 (20%+ TES) or $5,000 (10%+ TES) available through either cuGreenLoan or Energy Finance Solutions (EFS)
  • 0% Loan up to $10,000 (20%+ TES) available through South Jersey Gas (SGJ). Loan is underwritten by EFS.
  • The measures used to calculate TES may also include health and safety measures and qualified accessories, as listed on the NJ HPwES eligible measures document, as a component of the installation of eligible measures.
  • Incentives are payable only upon satisfactory project completion.
